It's not a roundel in the sense of a national marking but rather a
unit or aircraft marking. From what I've seen, such markings in
place of national insignia on the fuselage were not uncommon on US
aircraft until WW2. However, I'm sure there are many people here
who are much better informed about US practice in this regard than
I am.

As an example, here's a US Air Force picture of Mitchell with a
Vought Bluebird in 1920.
